To Michel Cadot, the approval procedure tempers the logic of the market

In the field of real estate business, Michel Cadot, prefect of the region of Ile-de-France region, prefect of Paris, intends to ensure that the logics of the market do not exacerbate the regional imbalances and cancel the efforts of rebalancing the north and to the east of the city of paris.

Posters of Paris : Paris will thus welcome the Olympic Games. What will be the direct consequences on the construction of the Grand Paris ?

Michel Cadot : Paris is going to host the Olympic and Paralympic Games (JOP) in 2024 and I am glad, this is good news, but it is a good news that we are obliged in terms of results, because we need to be at the height of the stake. However, we have not waited for this decision to launch and develop the sites of the Grand Paris. Regarding transport, the network of the Grand Paris Express (GPE) has been thought of independently of the Paris bid. For the record, the project was launched in 2010, with a dual public debate on the automatic metro of Grand Paris and ArcExpress, to lead then to the Grand Paris Express following an agreement between the State and the Region in 2011, and then to the new Grand Paris transportation presented by the Prime minister, on march 6, 2013.

The candidacy of France and Paris for the JOP has been declared on 23 June 2015, as confirmed by the IOC on 16 September of the same year. The Grand Paris Express has not been designed to specifically meet the needs of OJ. This being the case, it is clear that a part of the network EPG is absolutely essential for the JOP 2024. These include extensions of the line 14 to the north and to the south, and the common trunk of the lines 16 and 17. It is imperative that these sections, in addition to the line 15 and the south already in the works, to be delivered before the games.

Other lines would be useful, including the line 17 to Roissy, in particular, to serve the media village and the media centre, but put in service that will occur after the deadline of the Olympic Games would penalise not the quality of the coverage of the sites by public transport, having regard to the density of public transport already existing, and in the perspective of the liaison Charles de Gaulle Express (CDG, X)
commissioning end of 2023.

As regards more particularly the development of the olympic sites, there was an obligation of results to deliver the facilities. A public company, the Company of delivery of the Olympic Games (Solideo) will be incorporated as of January 1, 2018. It is she who will bear the burden of the developer of the olympic village, the media village and media centre, as well as the olympic pool, in link with the local authorities concerned.

A. P. : What is the role of the prefecture to coordinate the activities of the promoters in the real estate sector and, in particular, regarding the real estate business in the region ?

M. C. : the prefecture of The region coordinates directly the activity of the promoters in the real estate business through the authorisation process (articles L. 510-1 and following of the code of urbanism). The accreditation is an authorization prior to the building permit, that involves construction, extension, reconstruction or restructuring with extension of office buildings over 1 000 m2 of floor space and warehouses and industrial premises of over 5,000 m2. The assessment criteria focus on the nature of the transaction and the territory of establishment, in accordance with the guidelines of the master plan of the region Ile-de-France (SDRIF).

The balances in construction of housing and activities will be analysed, as well as the respect of objectives of production of housing, including social housing. On this basis, with the evidence provided by my services, I approved, possibly subject to conditions, or the project. The refusal results in the inability to obtain a building permit.

In view of the numerous applications for regulatory approval in territories already heavily endowed with local activities and which, moreover, does not comply with the objectives of housing production, I will be extremely vigilant and ensure that the vigilance of my services, which has strengthened since the end of 2016, which is still more marked in the future in order to avoid that the logic of the market, whose signals are gradually switching to green, do not come to aggravate the regional imbalances and cancel out the efforts of rebalancing the north and to the east of the city of paris. The State will, therefore, be particularly careful to balance habitat/jobs in which the procedure of approval is the one of the levers.

A. P. : What are the priorities today for the development of infrastructure in the region ?

M. C. : There are two priorities that are the two feet to move to a city and a region that is more accessible and more enjoyable for all. First, the Grand Paris Express, on the one hand, and then the projects of development and modernization of the existing networks, supported in particular on the contract of State-Region plan 2015-2020, on the other hand.

The Grand Paris Express is a gigantic work in progress, it is both the keystone and precondition for the success of the metropolis of the Grand Paris of the Twenty-first century. The ambition should be reaffirmed, beyond the political divisions and any changes to cost and schedule, inevitable given the size and complexity of the project.

The corollary of the reaffirmation of this ambition lies in a steering impeccable. The development projects of existing networks, for example the construction Eole, which would allow the extension of the RER E until Mantes-la-Jolie in passing by The Defence, the extension of subway lines and streetcars, road improvements such as bus lanes on some portions of freeway (soon to be commissioning a pathway of this type of about 3 km on the A10 to serve the train station of Massy).

Finally, it is important not to overlook the considerable effort of the SNCF’s Network for the maintenance and modernization of the railway network, today aging : in 2017, it is 1.8 billion euros on the year that will have been incurred by the SNCF.

The first workshop of territorial housing and accommodation

Michel Cadot, prefect of the region of Ile-de-France region, prefect of Paris, comes to meet the first workshop territorial habitat and accommodation.

This new instance of dialogue and consultation is part of the ambition of the housing policy and accommodation conducted by Jacques Mézard, minister of territorial Cohesion.
As noted by the prefect, ” it is above all to build a relationship of trust with the territories and their elected representatives, to discuss and study in depth the projects of habitat and housing of our region. This fits into the framework of the ongoing dialogue with the local communities around the regional Pattern of housing and accommodation “.
